The Transportation Safety Specialist is an advocate of Colonials' Safety Culture, working under the leadership of the Safety Manager. This position requires "boots-on-the-ground" fieldwork and support in the office for operations. The candidate shall be able to work independently on simple to moderate complex projects with minimal supervision. This position is to be held with enthusiasm and conviction while fostering a supportive relationship with all the operating departments.

JOB EXPECTATIONS/DUTIES

The primary responsibility of this position is to manage risk, safety, and compliance with DOT regulations, specifically the transportation of hazardous and non-hazardous materials (PHMSA) by highway (FMCSA), by railway (FRA), by air (FAA), and by water (USCG).

Ensuring compliance with PHMSA safety regulations
Interpreting Hazmat Regulations as they apply to using the hazmat table, sipping papers, marking, placarding, and segregation. Managing compliance with placarding, marking, labeling, shipping papers, and emergency response information.Managing PHMSA registrations.Managing special permits.Developing and maintaining DOT security plans
Ensuring compliance with FMCSA safety regulations
Updating FMCSA carrier registration - MCS 150.Assessing driver's safety pre-hire (MVR and PSP review) and ensuring completion of road test.Managing DQ File (Continuous Qualification)Managing Annual Driver Safety Record Review.Managing DOT Medical Certificates and Physicians Registration.Managing the DOT Drug and Alcohol Program and the Clearinghouse Database.Monitoring Hours-Of-Service logs.Monitoring adherence to vehicle maintenance policy.Monitoring completion of vehicle inspections.Managing roadside and out-of-service inspections.Monitoring telematics safety events.Maintaining annual Accident Register.
Ensuring compliance with FRA safety and security regulations
Interpreting FRA regulations.Ensuring railroad track safety.Managing regulatory inspections.
Ensuring compliance with FAA safety regulations
Managing training for preparation of hazardous materials for air transportation.
Risk Management
Developing and providing safety training.Monitoring FMCSA CSA Score.Managing DataQ's.Managing roadside violations and corrective actions.Responding to and investigating motor-vehicle accidents and managing police reports.Managing motor vehicle insurance claims.Developing and maintaining safety policies.Managing internal compliance audits.Monitoring driver motor vehicle record.
POSITION REQUIREMENTS
A minimum of three years of experience managing DOT related functions under PHMSA, FMCSA or FRA is preferred.Possession or having possessed a CDL is preferred.Professional math, writing, and verbal communication skills.Overnight regional traveling may be required occasionally, up to 25% of the time annually.Must have excellent written and oral communication skills. Must be technology-driven and proficient in the use of software, particularly Microsoft Office Suite.Must meet the criteria for obtaining a Transportation Worker Identification Credential (TWIC).Must have a valid driver's license and a good driving record.
